Public bug reported:
On Hardy with "proposed" update Firefox start in english even if
language-pack-fr and language-pack-fr-base is installed
When going in [Tools > Add-ons] we can see that : [Firefox (en-GB)] and
[Firefox (fr)] is mark as "not compatible with Firefox 3.0.3"
