A workaround that worked for me is to totally disable screen powersaving
in PowerDevil and just use the display power management in System
Settings - Display - Power Control.

This bug also affects me on a Desktop.
With xset dpms force off the monitor goes off for 2s but after 1s the
backlight goes on again.
sudo vbetool dpms off has worked only ones.
Also, I think the affected package shouldn't be kdebase-workspace
(Ubuntu), maybe it is dpms or the drivers fault.
This doesn't fix it for me.

Another thing that works for me is removing the power adaptor and the
replugging it. After that DPMS works just fine as well.

I have found out that DPMS stuff actually works AFTER RECOVERING from a
suspend to ram/disk. It does not work on a first clean boot but after a
suspend action it works just fine. I'm using KDE 4.2 Beta2.

I can't really test that here, since I must use the nvidia 180-series
drivers to resolve crippling problems with KDE4, and the 180 drivers do
not support suspend on my videocard yet.

I second this, running Kubuntu 9.04 64-bit. I have currently worked
around the problem by having KDE autorun xset dpms 0 0 1800 at
startup.
