I found this bug recently, and discussed it with someone in #gimp on
the GNOME IRC, who helpfully pointed out that this was due to the
toolbox and other dialogs being hinted by the window manager as Utility
windows. This is configurable in the Preferences, under the Window
Manager heading, with

This bug says that GIMP is embarrassing itself by placing the toolbox on
top of the image. So bad for itself.
Assuming that the duplicate is Bug #283115, it tells a slightly
different story. It means that GIMP is embarrassing the screen with an
unused toobox windows you can't minimize.
And this
Um... I don't think that this bug (it is a feature, actually) is
assigned to the correct upstream bug, and the duplicate seems to be
wrong, too.

This makes it very hard to use gimp sensibly on my Thinkpad X24 which
has an internal display of 1024x768. I assume the popular netbooks will
have an even harder time. Thus setting importance to high. Feel free
to lower if you disagree and don't mind shipping jaunty with this bug.
