According to your last comment and taking into account that XEN is not
being actively supported in Ubuntu i'm marking as WON'T FIX.
However, this seems like the same bug #252977 so your workaround could
help there too.

just for fun I renamed /usr/lib/hal/hald-addon-dell-backlight to
/usr/lib/hal/OFFhald-addon-dell-backlight, and now everything seems to
work (including screen brightness controls).

Xen kernel only.
Turning off hald allows the system to boot, but no network etc. so not very
useful.
