I can enable keyboard by using KDE System Settings ->Regional settings
-> Keyboard Layout -> change something press apply, then change back and
press apply.
Layouts working but only until restart of x-server.
Same situation with "setxkbmap -model pc105 -layout us,ru -variant
,winkeys" from consol
