The version included in the package is simply an older version. During
every release there is a time when we cannot change things other than
bug fixes. We are 5 days away from release and I cannot change this now.
It will be updated after release

I don't think this bug should be titled "Please update Dust theme" and
marked for Wishlist, because to my knowledge there was never a previous
version of Dust that looked like the one currently in community-themes.
So eliminating that idea, it means that the Dust theme is in fact broken
and should
