I was able to work around by running
gtk-window-decorator -replace
It worked, but it did not stick between sessions.
So I added that command (without the ) to my session startup list
(system | preferences | session).
I am not sure this is the most current window decorator, and it is a

I cannot enable the desktop effects using radeonhd altogether, so my

I usually use KDE on my computer, but logged in with Gnome and confirm I
have the exact same behavior. I am also using the fglrx driver. However
tried to switch back to the open source driver and the problem persists.
Atanas, what happens if you switch back to the open source driver?
