I think that I have found the cause.
If you use gconf-editor and navigate to the key
/apps/gedit-2/preferences/encodings/auto_detected then you will see a
chain of encodings which are considered during auto detection. When I
did so, I could see that any encodings for the Czech language were

I am using Karmic and the default English (USA) desktop (chosen for both
options in the Language Support), but I have installed the Czech
language support, because I am a Czech native speaker and I write texts
in both languages frequently.

That is true. And at the moment it is not a bug but rather an
inconvenience, because when a user installs additional language support
(especially spell-checking) it is probable he or she will have files
also in these additional languages.
Perhaps, these auto-detection encoding options should be

I faced the same problems as described at start of this bug. So far I
have changed command entry in the gnome menu for Text Editor to gedit
--encoding=windows-1250 %U. Since then I can survive until the bug is
fixed.

Gedit encoding autodetection fails on all cp1250 files
I have looked at it this bug and tried to change that gconf key.
Originally /apps/gedit-2/preferences/encodings/auto_detected key had this
content:
UTF-8
CURRENT
ISO-8859-15
UTF-16
I have add
WINDOWS-1250
to the end of the list but gedit still does not recognize the correct encoding
when I
Very strange, when I RENAME the file on which gedit's autodetection of UTF-8
failed,
it starts to work correctly.
I have file named _TODO. It is utf-8-encoded plain file.
In /apps/gedit-2/preferences/encodings/auto_detected key I have 2 items:
UTF-8
WINDOWS-1250
when I double-clicked it, gedit
The issue seems similar to
http://bugzilla.gnome.org/show_bug.cgi?id=565868, can you read the bug
and see if your locale lists the encoding in its autodetection lists?

Here is one... the content of the files is:
Příliš žluťoučký kůň
úpěl ďábelské ódy.
Gedit displays it as:
Pøíli luouèký kùò
úpìl ïábelské ódy.
