Ubuntu better. This particular bug has already been reported and is a
duplicate of bug 377977, so it is being marked as such. Please look at
hardy, intrepid, jaunty - clearly no support for this printer.
worse still, there are not even any closed source 64 bit drivers on the
japanese download site.

For what it's worth, I was able to get this scanner to work with Ubuntu
8.10 (intrepid) by following the directions mentioned in the previous
comment (http://ubuntu.flowconsult.at/en/epson-3170-installation/), but
instead of step 4, I created a new file /etc/udev/rules.d/45-local-
scanner.rules con
I was having the exact same problem as you. After seeing your bugreport
I went to the "/etc/udev/rules.d/" directory and actually found the
45-libsane.rules file but with a .bak extension. I made a copy of the
45-libsane.rules.bak just in case then I renamed the original dropping
