I've the same problem. Actually I unplug and replug the Logitech receiver at every boot. I've another BT receiver plugged-in, but, if it's possible, I prefer use the Logitech receiver. I suppose that it's a bug related to HAL and X.org 7.4 or evdev modules, because on previous releases all

If you have no other BT devices, the quickest solution to a working keyboard and mouse is to remove bluez and bluetooth 4.12-0ubuntu5 altogether and reseat your USB dongle. The keyboard and mouse will be detected as USB HIDs. From a terminal just - sudo apt-get remove bluez bluetooth --

I solved this by doing the following: I installed the legacy binaries for hidd (look for hidd in synaptic), removed both devices from gnome bluetooth applet, connected them both with hidd --connect btaddr, synced them again to gnome bluetooth and restarted. Now it works on every reconnect. But

I have confirmed that resetting the Logitech Bluetooth USB receiver after the OS is booted (either from CD or post install) does correct the keyboard/mouse issue until next reboot. This leads me to believe this is really the same as bug #289764. I have also confirmed the 8.10 Desktop alternate
