@Steve Langasek What is the behaviour of libpam0g when you run gdm? I guess gdm is not restarted or at least not in a way that would kill the x11 session and thus the upgrade process. If there is an exception in the install process for gdm (or kdm) than there should be a similar exception for wdm

Yes, libpam0g will deliberately restart wdm on upgrade; but it will only do this if the user explicitly confirms that wdm should be restarted, or if the user has disabled debconf from ever prompting during an upgrade.
