I just checked current jaunty's locale data, which is okay:
LANG=en_CA.UTF-8 locale -k -c LC_PAPER
LC_PAPER
height=279
width=216
libpaper1 also gets it right:
$ sudo rm /etc/papersize
$ sudo dpkg -P --force-depends libpaper1
$ sudo LANG=en_CA.UTF-8 apt-get install libpaper1
$ cat /etc/papersize
** Changed in: langpack-locales (Ubuntu)
Sourcepackagename: None => langpack-locales
Status: Incomplete => New

I installed Hardy from a LiveCD, and never edited /etc/papersize, but always
had my current north american locale.
I upgraded to intrepid with the command line (oh, possibly with the Update
Manager? or a combination?)
Hm, sorry if that's not a lot of detail.
