A) Do you use Icon View, Compact View or List View in nautilus?
B) Can you please provide step by step instructions how to repro this bug (i.e.
exactly what keys need to be pressed in what order etc and how many
files/subdirs do you have in the current directory when you do this?)

B) As an example, I open the Home folder of mine from the desktop by double
clicking the icon and then from the left bookmarks i select the desktop. I have
40 icons of files and folders which are visible on my Desktop. i.e. there are
18 folders, and rest

It is reproducible. Just try it in your file manager. When you asked for
the reproducibility of the error, i tried and found that the function
for the left arrow works fine for me, but the right arrow skipping a
line is actually haphazard. It sometimes even goes from the third line
to the last
the right arrow works correctly on my intrepid installation
