Confirmed in Ubuntu 9.04 Jaunty
While setting up miccu part of apt-get install miccu it took 2 minutes until
the debconf screen came up asking for usernam/password and brooker.
When I was kicked out to console ( wrong pass somehow ) I saw
Warning: Couldn't find global Tunnel Brokers List, please
Actually the problem is that the tunnel broker was unreachable when the
postinst was running, which caused the postinst script to fail.
