the easiest way to fix this issue under hardy would be to package kicad
20080825c-final.
But even in LTS versions there will be no updates for packages like kicad, they
are not important enough.
I am sorry but I cant explain this better since I am not so
experienced...

Hardy is a LTS version so people will use is for maybe two years or
longer. So, installing

ubuntu 8.10 "jaunty jackalope" will be shipped with kicad 20080825c-final.
Older ubuntu-releases wont get newer versions of this package.
Please reopen this bug if the issue still exists with jaunty, thank you!
