same in 11.04, with acer aspire 5520g.
in my case, when I turn down or up - statistically it generates more
events to the correct side.. it seems that some noise is added while
turning the wheel. I also checked the events from /dev/input/event4 -
the noisy events are coming from here..

I'm afraid the bug is still there, with Ubuntu 9.10; I didn't care about
it anymore because I stopped trying to use it some time ago. But it
would definitely be better if the volume wheel could do what it's
designed to do.
