This is probably a conflict between the version of install-info provided
by the system and the one you've installed by hand.
Could you please check the version:
sudo install-info --version
A workaround is to change the search path in order that /usr/bin precede
the manually installed version.

I had installed most of TexLive2008 (without language packs) with
symlinks in standard directories

I submitted the report from kubuntu-8.04 using the crash report from
8.10.
There are no nonfreeKernel Modules in the system and Kernel version is
latest as of today ...etc
