I just got this with an RSS file, the issue only occurrs when Firefox is
told to open the file with firefox.
The file is loaded, it starts a new tab to view the file which loads the
file and then starts a new tab...
The work-around is to go to Preferences/Applications and search for rss (or
Setting status to triaged and importance medium

I had this same problem with a different file type. It's a .class file,
and when I try to open it, I select open with Firefox, do this
automatically, and instead of showing the file as text in the browser it
opens unending new tabs!!
There must be some way to fix this?
By the way, I saved it
