In this case, shouldn't the static versions be completely removed from
the -dev packages? By looking at the package contents, it seems they are
still there and this might be confusing for the users, who won't know if
they are the stripped or the unstripped versions.

Just to add my experience, I ran into this problem when trying to
compile xine-vdpau. I have dvdstyler installed and it depends on the
unstripped packages. However, xine-vdpau won't compile without the
libav dev packages, so it was a catch 22.

How does ekiga check at build time if the h263 encoder is enabled at
run-time? AFAIUI it cannot, and ekiga built against the stripped
packages should mag
