I have a German system under kvm and I have not seen the error so far. I
will mark this as fix released per your last comment.

Sorry, I no longer have access to the system. The needed steps should be a
fresh install with German as locale, I guess if this no longer happens in
Lucid, the bug seems to be fixed?
My suggestion would be to close the bug until somebody with a working test
system has the same problem.

The same happens under intrepid and de_DE.UTF-8 and the karmic source:

LANG=C apt-get update works just fine.
