libvirt will not reload file in /etc/libvirt/qemu for as long as it is
running, this is by design. To modify the xml definition of a machine
you should virsh dumpxml, modidify your file then update libvirt using
virsh define.

I resolved this.
after changing xml file need to kill libvirtd and start again by: libvirtd -d
