Thank you for getting back so quickly. IMHO the longer-term fix
though is to make sure that the archive has diff-index files as that
would save bandwidth for both the user (i.e. me) as well as the
provider (in this case, Ubuntu)

The Ubuntu archive does not contain the diff index files, so apt-file is
obviously unable to download them. It might be nice to make apt-file
not try, or at least not complain about failing to find them.
