I've been experiencing the same problema here by trying to use Multiseat
configuration with Xephyr.

It seems that more people are experiencing this issue:
The last comment is about the greeter. There is something wrong about screen
size detection with the default gdm greeter (gdmgreeter). It always try to
start at a resolution of 1600x1200, so we had to change to the old greeter
(gdmlogin)
the greeter is just an xorg session, reassigning to xorg

Thank you. It's only happening when I use Xephyr I've discovered. It
seems that gdmgreeter doesn't detect Xephyr's resolution correctly.
