At least in Xubuntu 9.10, the bug still exists. As for #18, Xfce has
focus stealing prevention in Window manager tweaks settings. It works
somewhat differently, though.

Just as a side note, as for Xubuntu, I'd like to see another solution
than kstart, since it uses more than 300MB extra disk space and needs a
lot of extra libraties, mainly qt stuff.

As a solution to comment #17, Xubuntu does not add kstart. Can you find
another application that works for you that is lighter? If you add
applications, you should not expect the distribution to try to make it
lighter for you.
