We need require lplib to check for an existing reports to avoid dups.
However if lplib is not installed it just skips this check.
As discussed on IRC, one needs a ubuntu-dev-tools consumer token for
this in ~/.cache/lp_credentials/.

Well my point was that I had not configure lp and was not using --lp
mode, but this check still kicked in. ISTR it used to work without
setting up LP.
I don't see the point of the --lp flag is the default behavior requires
LP credentials.

requestsync doesn't work without Launchpad
OK; I've changed the default behaviour so that if no LP credentials are
found - the check is skipped. I've pushed it to Bazaar and it will be in
the next upload.
