What exactly is missing?
1. the specific steps or actions you took that caused you to encounter the
problem,

(or just log into gnome as gnome-panel is started automatically then, but then
you don't have the debug output)

I can confirm this. Reverting to
1:2.25.3-oubuntu1
returned gnome-panel to the expected operation.

The separators are the problem, remove every separator from gconf-
editor /apps/panel/general/object_id_list and it works again
