Public bug reported:

Binary package hint: upstart

As reported here:

http://upstart.ubuntu.com/wiki/OutstandingIssues?highlight=(CategoryTemplate)|(CategoryCategory)|(CategoryDoc)|(FrontPage)|(DocTemplate)|((CategoryDoc))

and here:

facile

upstart _should_ support allowing the user to select the default
runlevel from the kernel command line.

The solution is pretty easy: just replace /etc/event.d/rc.default with
one working right (I've tested extensively just the last example).

** Affects: upstart (Ubuntu)
     Importance: Undecided
         Status: New
