This is failing for me, too. I'm on 6.06 server trying to upgrade to
8.04.
The error:

I found that while 0.87.27 is unavialble, .29,.30, and .31 are
available. I editted meta-release-lts and changed .27 to .31 and it
seems to be working now.

I also got a similar error message while upgrading my 6.04 server to
8.04. The result of my 'apt-cache policy update-manager-core' is as
below.
update-manager-core:
