Missed that bit. This is actually a python-central bug.

MASTER - package failed to install/upgrade: pycentral pkginstall: not
overwriting local files
That's only a warning that the debconf script is waiting for input for a
long time, which is reasonable if the upgrade was left unattended. The
error here is not in pam.

It looks like in the logs, the first error is:
2009-02-01 00:11:03,315 WARNING no activity on terminal for 240 seconds
(Configuring libpam0g)
So I think that's the root of this, not a python-yaml problem.
