Could you please try the same test using pavucontrol instead of
pulseaudio manager? Pavucontrol as far as I know works much better with
newer versions.

There's a mismatch between the volume sliders in PulseAudioManager and
pulse audio's volume control. The former's sliders can adjust volume up
to 480% while the latter's sliders are limited to 100%.
