I think Ubuntu has too many "tty" consoles by default.

Most of the users never use at least one.
Those never used consoles have the drawback to slowdown the startup time
(cold start or resume from disk).
For laptops, more startup resources means more energy consumption.
Even if the startup benefit or energy saves are small,
I think that each small enhancement is an enhancement
and thus may have value added side effects on other topics.

I think the below files could be deleted:
/etc/event.d/tty3
/etc/event.d/tty4
/etc/event.d/tty5
/etc/event.d/tty6

In the case a user wants more "tty" consoles, it means he has enough
skills to add them himself.
