Public bug reported:

I'm using ubuntu 8.10

when running the run dialog (alt-f2) and i want to run a custom executable file 
in my home dir i try to run ~/bla.sh
I expect tmp.sh to  run but i get the following error 

Could not open location 'file:///home/bart/~/bla.sh'
Error stating file '/home/bart/~/bla.sh': No such file or directory

I assume something goes wrong here in the expansion of ~
