all reported bugs in a timely manner" in a bug post that hasn't been
posted to in over 10 years.
Pretty sure that isn't relevant anymore. I stopped using Linux around 10
years ago...

metacity would be the right package...
But I vaguely remember seeing an option that allows you to change this
behavior... I was dreaming maybe?

This should be considered a bug since 6.x. It is dysfunctional to be
unable to expect where an application will open and it severely limits
productivity of people who use multiple dekstops and monitors.
Fedora does not have this problem
Mac OS do not have this problem
Even windows does not have
