I can't reproduce this issue in Pidgin 2.5.4.
Maybe it's fixed yet in this version. Have you tried to install another version?

1. Open conversation windows.
2. Select insert from the conversation windows.
3. Select horizontal rule from options.
4. Press enter to send message.
5. Pidgin immediately shutsdown.
