Max, we have carefully considered both options and decided that flooding user's
screen with stack of notifications is less useful than losing the "real-time
factor". Please remember that once you switch to your messaging application the
notifications will be deleted from the queue (this is still
xchat.
Having done some testing, I want to reiterate that I think notifications
should appear *when they happen*, and not when they manage to reach the
head of the queue. e.g., turning on xchat's "bubble on public message"
option, its not hard to end up in a situation where the notification
queue

Notify-OSD will support appending existing message, so that the bubble
will effectively "grow" when new messages from the same person arrive in
quick succession. This is being implemented now.
Any other message will be queued.

I am reopening this bug because the referenced wiki page explicitly
mentions the use case of multiple chat notifications. OK, it suggests
that they appear coalesced into one bubble, not in multiple bubbles, but
it certainly does say they're not supposed to queue up for display one
by one.
