It's not an optional component, at least it wasn't when I installed a
daily build of jaunty a few weeks ago. It's notification-daemon, the
element in the menu is called notification-properties. Maybe it has been
removed from the ubuntu meta package since then? I'm not sure how to
check this.

Just confirming. The app seems to write settings in the gconf, but
notify-osd just ignores the gconf settings (or maybe there's a typo from
the app and that's why the settings are not read).
