I have had slightly different behaviour over the last few Ubuntu releases
(currently 15.04)
For me, when Yelp tries to open a sgt-puzzles help file it falls back to
opening it in my Google Chrome browser.

Workaround: enter file:///usr/share/sgt-puzzles/help/en in your web
browser to access the help files directly. You can even enter (for
example) file:///usr/share/sgt-puzzles/help/en/mines.html to get at the
mines help file (fortunately all the files have intuitive names)

note that help works with Yelp on Debian/sid, package version 9179-1.
(if yelp isn't installed that asks you to set the BROWSER environment variable)

When I try and load the help it errors slightly differently:

Could not load a document for ‘file:///usr/share/sgt-puzzles/help/en’
Presumably, it should be opening file:///usr/share/sgt-
puzzles/help/en/index.html, which does exist.
