I guess this could be closed since PPPOE configuration is possible with
NetworkManager in Intrepid.

You
Thank you for taking the time to report this bug and helping to make
Ubuntu better. You reported this bug a while ago and there hasn't been
any activity in it recently. We were wondering is this still an issue
for you? Can you try with latest Ubuntu release? Thanks in advance.

Enhancement
This should be fixed in Intrepid Alpha 4 and later since the
NetworkManager supports PPPoE now. It is still not so easy to find but I
guess this would be fixed until release.

Enhancement proposal bug:DSL via pppoe
Could be a duplicate of Bug #157993 but it isn't so specific. I guess
the easiest fix would be PPPOE recognition and support for
NetworkManager.

I had very painful and difficult time trying to figure out how to set up
my PPPoE connection. Fedora Core and Xandros make this very easy to do
in a GUI manner. In fact, I think that the default GNOME Network
Connections manager allows you to do this quit easily, but not in
Ubuntu.
