I bet that the upgrade failed in some way.
I'd do a sudo apt-get install kubuntu-desktop --reinstall
This will make sure you have everything needed for a base kubuntu installation.

"failsafe" and "last used", usually there must be "kde" or "kde4" ?

Could you see if pressing alt + f2 brings up the run dialog? If so,
could you open konsole with it and run "sudo apt-get install -f" and
attach the output here?
