Public bug reported:
Dual head, two flat panels of different pixel sizes side-by-side. One on
VGA, one on DVI.
The gnome panels do not have lock or unlock option, and can apparently
only be positioned on the VGA monitor.
In Intrepid, I could move panels between monitors by dragging.
