compose, but shift + rightt-alt still does not.

better. This bug did not have a package associated with it, which is important

Addendum: In GTK applications the problem still occurs. Another thing I
have noticed is that the option for adding the euro sign to 5 doesn't
work on the Canadian multilingual layout (which is very annoying since
it is the layout I use for typing in French), even though it does in KDE
native apps.
One more thing. The right-control key doesn't work as 5th level chooser,
even though this functionality is specified in the layout. It doesn't
work as such even when I make sure that right-control is not assigned to
anything else.
