You are correct. I guess I didn't check too thoroughly when updating the
patch. I think it's possible the control changes are still desirable
from a python packaging standards perspective. However, this bug is
fixed regardless.

Here is an updated version of the debdiff against 0.97-2. This version
only contains the python updates to the control file as the xmlto fixes
are no longer required.

I've attached a debdiff that updates the Python portions of
debian/control so dia-libs and the like depend on the current Python
version.
The debdiff also contains some changes to the docbook XML so the build
would not die on xmlto validation errors. I'm not sure if I should file
a separate bug
