I am pretty sure this issue has since been fixed as I remember the same
thing quite a few months back. Is this still occurring for you? This is
not the behavior with Karmic at this time, and I haven't seen anyone on
IRC or the mailing lists talking about this issue in quite some time.

Sorry correction, it shuts down if i select log out and logs out if i
select shut down.

On a clean ubuntu jaunty install with all updates and kde installed from
synaptic my kde restarts if i select shutdown and shuts down if i select
restart.
