This appears to be a hardware defect that needs a workaround in the
kernel k8temp driver. Such a workaround may already be in place. Is
this still an issue with Ubuntu 11.10?

It looks like the 21 degree offset was added in 2.6.35, by commit
d535bad90dad4eb42ec6528043fcfb53627d4f89.

there is also the problem that others values too are wrong, like specified in
bug 563114.
As you can see values of +12V, -12V, etc are missing, and the problem are not
tags but VALUES.

Ubuntu 10.04 fully updated. Still having this bug. 21degrees offset
seems to be quite right.

I had the same problem with Jaunty 64-bit. Kernel 2.6.30 seems to fix
the problem for me.

No need to install Windows, this appears to be a real bug. Googling
shows that there are reports of temperatures being offset by 21 degrees.

Onboard temperature sensors are notorious for being inaccurate. lm-
sensors is probably just showing the information provided to it. Do
other temperate sensing applications report different results? Have you
looked at the values provided by your BIOS?

I think that on-board sensors are right. BIOS shows correct values too.
I have a problem with sensors located in CPU core... Do you ask me to
install Windows to my PC and check sensors in Windows OS?
