Binary package hint: network-manager-gnome

nm-applet assumes that VPN connections cannot be established if there is
no active physical (wired or wireless) network connection. The menu
entries for VPNs are greyed out. This is unreasonably restrictive. For
example, one might have a 3G phone tethered through USB and forwarding a
port to the VPN server.
