I'm seeing this bug as well. I have 20 workspaces. (I thought that
was a lot, but the original poster had 64!)
I'll try turning off compiz and see if that helps.

the issue is not a gnome-panel one, it's usually what happens on wm
restarts, did you play with the desktop effects option?
