As you say this is still present in Karmic. I *think* it's not working
because the appropriate default settings are not in the
kglobalshortcutsrc and khotkeysrc files in the kubuntu-default-settings
package, so I've changed the source package for the bug.

I just tested and can confirm with no doubt it is bug 361116.
It works with a fresh new profile by default without any change.

Ah OK. I was testing with a 9.10 Beta live CD, and wasn't aware it had
been addressed in 4.3.2 which landed after the 9.10 Beta.

I cant' create screenshots with hotkey printscreen.
Also I try to bind this action to another hotkey - no effect.
