Public bug reported:

I see an interesting problem with 9.04 beta (2009-04-14 daily live cd) with 
pulseaudio.
I choosing screenreader option with accessibility (f5 key and 3 down arrow key).
I choosed require a password and encript your home folder option with the
installation (I think this is the correct english description this option, step 
5 part of installer).

After the installation is finished and try logining my normal account,
the pulseaudio service is started and Orca cuts of the spokened text.
My home directory correct have the .pulse_a11y_nostart file.
I tryed interesting test:
 enabled root login with gdm and add a pasword with root account.
copyed the .pulse_a11y_nostart file with /root directory. When I tryed
login with root account, all works fine, pulseaudio not started and Orca
talking fine.
Next day, I reinstalled my system with default settings (not used
encription home feature in step 5 dialog, used with Require a password
to login option).
Good news, Orca talking correct with my normal account, pulseaudio
service not started when I login.
