I have been through open bugs and have not found a similar bug reported.
The discussion for the other bug confirms that this is not a duplicate,
but another issue entirely. Can this be reopened?

From my experience the issues are related in the fact that it is the way
gnome stores the positions of the applets that is problematic. Try,
after unlocking and relocking, to have a look at gconf under

This does not seem to be the same bug.
This is intial reordering retention, not location retention.
This is not caused by screen resolution. It is caused by simply restarting
gnome-panel.
