There have been many changes in Ubuntu since that time you reported the bug and
your problem may have been fix
The crackling noises seem to be a Pulseaudio feature, they go away when
using plain ALSA output. (This is bug #301755.)
Let's keep this bug focussed on the crack at suspend time.
